We offer a tool called (intentionally unimaginatively) “The Actionable Target Tool.”  The exercise helps marketers design communication to a singular mindset or behavior, not in-actionable definitions like demographics.  Here’s a great example of someone know know both how to do this and where to do this (it is the perfect media decision).
